Rule large countries cautious, like frying small fish using Do, approach all world! Its evil spirits will not haunt; not only its evil spirits will not haunt, its good spirits, too, will not harm men; not only its good spirits will not harm men, wise men will not harm men, as well.

Since both of them do not mutually harm, so their Inner Powers will combined return here!

Leite groe Reiche umsichtig wie das Braten kleiner Fische mit Do begegne aller Welt! Ihre bsen Geister werden nicht mehr spuken; nicht nur ihre bse Geister geistern nicht mehr, auch ihre guten Geister schaden den Leuten nicht; nicht nur ihre guten Geister schaden den Menschen nicht, Weise schaden den Leuten ebenfalls nicht.

Wng B  王弼 comment:
"[That is,] he does not worry. Bustling activity [as in stirring the fish] will cause much damage [to the small fishes], [but] if he is calm, then he will keep their true [essence] intact.* That is why the bigger the state but the calmer its lord the broader, as a consequence, wil he be able to influence the hearts of the many."

* Cf. Wang Bi on Laozi 45.6: "Being calm keeps intact the true essence of entities. Bustling activity contravenes the nature of entities."
[Wagner, 2003 p. 323 / * 486].

Hn Fēizǐ 韓非子 [cf. Mgling, 1994 p. 174] (sttzt die Version "Braten kleiner Fische" / supports the version "frying small fish"):
"Kleine Fische werden unansehnlich, wenn man sie beim Kochen stndig umrhrt. Das Volk leidet darunter, wenn man einen groen Staat regiert und stndig die Gesetzt ndert ...".
Shī jīng 詩經 (Book of songs / Buch der Lieder):
"Wer kann Fische kochen? Er muss sich einen groen Topf leihen." [um sie nicht zu verderben?] / ~ "Who can kook fish? He has to borrow a big pot." [not to spoil them?] [Gāo, 1980 p. 191; Simon p. 188].

From water 氵水 and phonetic 台. Originally to prevent flooding by water. Now to regulate.

Simple pictograph 大. Front prifile of a man 大. Meaning: large.

From walls 囗 and riches 玉. Meaning: country.

Cursive remnant 若. From remnant hair 艹 (not grass) and hands * primping the hair 口 added later. Original Meaning: to primp.

From fire 灬火 and phonetic 亨. Meaning to boil.

From fish 鱼魚 and sheep 羊. Meaning delicious.
