61 - First Servants

 If large states are formed out of many small states, the necessary unification processes are problematic.
 
Laozi represents this by the relationship of the sexes, whereby the feminine principle is attributed the superiority.
 In the peaceful case, the identity of the small states is not lost, in the sense of a confederation of states or a federal republic. [see
Simon p. 190].

 

 01-05:
 Large realms, they
flow downwards:

 all world's confluence,

 all world's female principle.

 

 Constant femaleness, by her peace of mind,
 prevails over maleness,

 by a calmness acting from below.

 01-03 "The big state becomes overbearing, domineering, trying to devour or oppress the smaller ones and make them subservient by force.
 Small states, insisting on their independence, grow haughty, become hindrances for the big ones and irritate them.
 In order to forestall such evils and the resulting turmoil, Laò-tsè [sic!] urges the practical exercise of an ethical motive. (Reminiscent of [
1. Peter 5: 5, Ephesians 5:21.] 'All are subject to one another.' " [** v. Strauß, 1870 p. 272].

 "Rivers and seas ... take their place in low[-er reaches]; as a consequence, the hundred streams flow towards them. If a big state [area], [although] covering a big [area] takes a lowly place, All Under Heaven will flow towards it." [* Wáng Bì / Wagner]. 
 "It [will be the] point where All Under Heaven converges. Being [like the female] calm and without cravings, the other entities will render themselves to it o their own accord. (cf.
ch. 28, 32, 06)." [*].

 04-05 "If [the big state] because of its calmness again is able to adopt a lowly [position], the other entities will therefore render themselves to it." [*].

 Emphasizing the lower position and yin, Laozi again discusses the use of yin and winning softness:
"A large country is like the sea: all rivers flow into it. Therefore it 'receives all that flow into it.'
 'Intercourse with the world' refers to yin and yang. The Feminine is yin or the female principle. 'The feminine always conquers the masculine through tranquility' is related to a line in the Book of Change,
I Ging: 'heaven gives and the earth receives.'" [Man-jan Cheng / Gibbs, 1971 p. 187].

 

 06-11:

 Ruling and being ruled ('taking' and 'being taken') are the two sides of a medal, in a 'fiduciary relationship', "...justified by the quality of care and service that is invested in it." [Ames & Hall p. 173],

 06-07 "If the big state proceeds by way of lowering itself' is as if the text said 'if with a big state one takes a position] below the small states.'

 08-09 (Then it will get hold of the small states.) The small states will as a consequence [of the big state's lowering itself] associate themselves with it. The big state will accommodate them." [*].

 10-11 "As long as [the big state] cultivates a humble and lowly [position], they will [as the next sentence of the Laozi says] 'each attain their [proper] place.'" [*].

 

 12-15:
 Big states desire nothing more than

 
to unite and bring together people;

 small states desire nothing more than
 to join and serve people.

 

 For each of them gets
 what
they wish,

 great ones should act from below!

 The superiority of the lower over the upper, as in the flowing of the waters, as in the coexistence of the sexes, so also between state entities.
 The deeper water eventually absorbs the higher, the feminine gathers the powers of the masculine.
 "Therefore, it is proper for the great state to wait and take the lower way, and the small states will surrender to it of their own accord." [Möller p. 93].

 12-13 "If a small state cultivates a lowly [posi-tion], it will not achieve more than to keep intact, but will not be able to get All Under Heaven to render itself to it [the small state]." [*].

 14-15 "That is why [the text] says: 'For each to get what they desire, it is mandatory for the big [state] to adopt a lowly [position and not for the small one]!'" [*].

61 - Erste Diener

 Bilden sich große Staaten aus vielen kleinen Staaten, sind die notwendigen Vereinigung-sprozesse problematisch.
 Laozi versinnbildlicht dies mit dem Verhältnis der Geschlechter, wobei dem weiblichen Prinzip die Überlegenheit zugesprochen wird.
 Im friedlichen Falle geht die Identität der kleinen Staaten nicht verloren, im Sinne eines Staatenbundes oder einer Bundesrepublik. [s. Simon p. 190].

 

 01-05:
 Große Reiche, sie strömen abwärts:

 als aller Welt Zusammenfluss,

 aller Welt weibliches Prinzip.

 

 Das beständig Weibliche überwindet
 mittels
seiner Seelenruhe das Männliche,

 mittels einer Ruhe, die von unten her wirkt.

 01-03 "Der grosse Staat wird übermüthig, herrschsüchtig, such die kleineren zu verschlingen oder zu unterdrücken und mit Gewalt sich dienstbar zu machen.
 Kleine Staaten, auf ihre Selbständigkeit pochend, überheben sich, werden den grossen hinderlich und reizen sie.
 Um solchen Übelständen und den daraus quellenden Wirren zuvorzukommen, dringt Laò-tsè [sic!] auf die praktische Bethätigung eines ethischen Motivs. (Erinnernd an [
1. Petrus 5,5; Eph. 5,21.] 'Seid allesammt einander unterthan'." [** v. Strauß, 1870 p. 272].

 "Flüsse und Meere ... nehmen ihren Platz in der Tiefe ein; infolgedessen fließen die hundert Bäche auf sie zu. Wenn ein großer Staat [Gebiet], [obwohl] es ein großes [Gebiet] bedeckt, einen niedrigen Platz einnimmt, wird 'Alles unter dem Himmel' darauf zukommen." [* Wáng Bì / Wagner].
 "Es [wird] der Punkt sein, an dem 'Alles unter dem Himmel' zusammenläuft. Da [das Weibliche] ruhig und ohne Verlangen ist, werden sich die anderen Wesen von selbst darauf einstellen (vgl. Kap. 28, 32, 06)." [*].

 04-05 "Wenn [der große Staat] wegen seiner Gelassenheit wieder in der Lage ist, eine niedrige [Position] anzunehmen, werden sich die anderen Entitäten damit begnügen." [*].

 Die untere Position und Yin betonend, diskutiert Laozi wieder die Verwendung von Yin und die gewinnende Weichheit:
"Ein großes Land ist wie das Meer: Alle Flüsse fließen in es hinein. Deshalb empfängt es alles, was hineinfließt."
 'Verkehr mit der Welt' bezieht sich auf Yin und Yang. Das Femine ist Yin oder das weibliche Prinzip. 'Das Weibliche erobert immer das Männliche durch Ruhe' ist mit einer Linie im Buch der Wandlungen, I Ging, verbunden, 'der Himmel gibt und die Erde empfängt.'" [Cheng S. 187].

 

 06-11:
 Daher: große Staaten, entsprechend

 und gewinnen dann die kleinen Staaten;

 Folglich gilt: manche begeben sich darunter,
 
um zu gewinnen,

 andere begeben sich darunter
 und
werden gewonnen.

 Regieren und regiert werden ('nehmen' und 'genommen werden') sind die zwei Seiten einer Medaille, in einer 'Treuhandbeziehung': "... ge-rechtfertigt durch die Qualität der Pflege und des Dienstes, die darin investiert werden." [Ames & Hall p. 173],

 06-07 "Wenn der große Staat fortfährt, sich zu senken, ist es, als ob der Text sagte, 'wenn mn mit einem großen Staat eine Position unter den kleinen Staaten einnimmt.'" [*].

 08-09 "Dann wird es der kleinen Staaten habhaft werden. Die kleinen Staaten werden sich infolgedessen [dass sich der große Staat niedriger macht] mit ihm verbinden. Der große Staat wird sie aufnehmen." [*].

 10-11 "Solange [der große Staat] eine bescheidene und niedrige [Position] kultiviert, werden sie [wie der nächste Satz der Laozi sagt], jeder seinen [richtigen] Platz einnehmen." [*].

 

 12-15:
 Große Staaten
möchten nichts als
 
zu vereinen und andere
zusammenzubringen,

 kleine Staaten möchten nichts als beizutreten

anderen zu dienen.

 

 Denn beide von ihnen bekommen,
 was
sie sich wünschen:

 Große sollten von unten wirken!

 Die Überlegenheit des Unteren über das Obere, wie im Fließen der Gewässer, wie im Miteinander der Geschlechter, so auch zwischen staatlichen Gebilden.
 Das tiefere Wasser nimmt das höhere schließlich in sich auf, das Weibliche sammelt die Kräfte des Männlichen.
 "Daher gebührt es dem großen Staat, abwartend den unteren Weg zu gehen, und von selbst werden die kleinen Staaten sich ihm ergeben." [
Möller p. 93].

 12-13 "Wenn ein kleiner Staat eine niedrige [Position] kultiviert, wird er nicht mehr erreichen, als intakt zu bleiben, aber er wird nicht in der Lage sein, 'Alles unter dem Himmel' dazu zu bringen, sich ihm [dem kleinen Staat] zu ergeben." [*].

 14-15 "Darum sagt [der Text]: 'Damit jeder das bekommt, was er begehrt, ist es für den großen Staat verpflichtend, eine niedrige [Position] anzunehmen [und nicht für den Kleinen]!" [*].
