64 - First Steps to Completion

 Further rules of conduct, including for the ruler, pick up from ch. 63: Control over worldly events through 'strategic non-intervention' (see ch. 02, 16).

 "The sage [ruler] acts by not acting, learns non-learning, strives to strive for nothing.
 If he succeeds in reducing only to what is naturally necessary, it is easy for him to influence the course of things without intervening,
for he is in harmony with it and shies away from the uncontrollable." [Kalinke p. 128].

 

 01-06:
 What
is calm is easy to hold, 

 what has not yet omens
 is easy to forestall.

 The brittle is easily broken, 

 the tiny easily dispersed.

 

 Handle things
 while not yet there;

 rule them
 before in disorder.

 "All beginnings are imperceptible and slight, those of the bad as well as those of the good, and the former are considered here first.
 So long as only the preconditions of evil are present, it is itself a somethin
g dormant, which has not yet been stirred, and so it is still easy to handle, to halt. It is like a seed which one deprives of the possibilities of germination." [** v. Strauß 1870 p. 287].

 01-02 Still secure, easy to maintain; no signs of danger, 'easy to take precautions against':
 "Because [the Sage Ruler as Xici 8.5.a3ff. says about the Gentleman in a quotation from
Confu-cius] 'while being in security [in his position]' ...
 'does not forget the [threat of] danger' and [thus] maintains this [security], and while still 'in existence' ...
 'does not forget [the threat of his physical] demise', and [thus] takes precautions against this [danger and demise] in a situation where [still] no effort [is needed]."

 03-04 "Although [the threats] have moved from non-existence to existence, because of their being 'soft' and 'minute' they still do not qualify for prompting a big effort".
 Four statements, so far, for 'careful consideration of the outcome' of small beginnings... [

 05-06 Handle things while still 'secure' and 'no signs of danger' exist... when disturbances are 'still minute and soft'!

 

 07-12:
 A tree, only together to embrace,

 grew out of a hairline shoot;

 

 a nine-storied tower

 arose from a small heap of soil;

 

 a journey of a thousand miles always

 started from your feet down there.

 "One should 'with a careful eye on the outcome' eliminate [even] minute [threats], and with a careful eye on the minute eliminate [threatening] chaos." [*].

 07-08 "A tree that can only be encircled with both arms grows out of a tiny shoot." [*].

 09-10 "A terrace nine stories high is begun with a handful of earth." [*].
 Nine as a magical number:
nine levels of Heaven, nine governmental departments, 'Nine Songs' (shaman songs, see Waley, "Nine songs: a study of shamanism in ancient China");
 Nine-storey towers or terraces as a symbol of the nine-layered sky (nearness
of the ruler to sky / Heaven!). [per Schwarz, pp. 203-204].

 11-12 "A march of a thousand li begins under the foot [where one stays]." [*].

 Usually translated as 'a first step', but correctly: 'foot-under' = underfoot (that which is under one’s foot).
 "In the more recent colloquial
language 足下 zú xiŕ is a
courtesy term instead of the second-person pronoun." [**].

 "Three Parables on the origin of the great out of the small:

 [ the first (shows) the organic growth of tenderest germs by constant self-expansion,

 [ the second, increasing from small beginnings through continual external additions,

 [ the third, is the growing-up through the continual repetition of the beginning..." [**].

 

 13-16:
 Interfering ones destroy other entities,

 holding fast ones lose them.

 

 Therefore, wise men act without interfering,
 thus without destroying
them,

 without holding fast onto something,
 thus without losing
them.

 13-14 "If they [other entities] are brought to order by means of prodding and interference, one inversely creates causes for [government] action...
 if they [other entities] are held onto by means of [their] shapes and names, cunning and perversion will amply sprout."

 15-16 No interference, no destroying; no holding tight, no losing...

 

 17-19:
 
People pursue their affairs
 often till near completion,
 and yet ruin them.

at the end as at the beginning:

 then without ruining affairs.

 17 "...when people go about [their] business, they always destroy them [the other entities] when they are about to complete [their business]... 

 That is, they [people] do not 'carefully consider the [eventual] outcome.'" [*].

 18-19 "[Only] if one carefully considers the eventual outcome as being just the [extreme development of a small] beginning will there be no failure of activity." [*].

 

 20-22:
 Hence, wise men desire
 not
to desire,
 not valuing goods,
 hard
to get;

 they learn
 not
to learn like others:
 
they return to places
 most people pass by.

 

 So, they support
 all creatures' natural development,
 yet
do not dare to interfere.

 20 No desires, no high value attached to goods that are hard to get...:
 "Even when goods [in his hands] that are hard to get are [only] tiny, greed and robbery are evoked by them."

 21 "He studies not the study [only] in order to redress the superfluities of the men of the crowd." [*].

 22 "(The holy man:) ... helps all beings to attain their freedom, and yet dares not to do ...
 He helps all beings to their 'thus-by-itself', i.e. to their freedom or independence; for it is nothing else when someone is as he is by himself." [

64 - Erste Schritte zur Vollendung

 Weitere Verhaltensregeln, auch für den Herr-scher, schließen sich an Kap. 63 an: Kontrolle über weltliches Geschehen durch 'strategische Nicht-Intervention' (s. ch. 02, 16).

 "Der Weise [Herrscher] handelt, indem er nicht handelt, lernt das Nichtlernen, strebt an, nichts anzustreben.
 Gelingt ihm die Reduktion auf das naturgemäss Notwendige, fällt es ihm leicht, den Verlauf der Dinge zu steuern, ohne in ihn einzugreifen, denn er befindet sich im Einklang mit ihm und scheut vor Unbeherrschbarem zurück." [

 Was ruhig ist, ist leicht zu halten, 

 was noch keine Vorzeichen hat,
 
ist leicht zu verhüten.

 03-04 "Obwohl [diese Bedrohungen] aus der Nicht-Existenz ins Dasein geraten sind, ​berechtigen sie, da sie "weich" und "winzig" sind, noch immer nicht einen großen Aufwand."

 Neun als magische Zahl: Neun Stufen des Himmels, neun Ministerien, 'Neun Gesänge' (Schamananlieder, s.
Waley, "Nine songs: a study of shamanism in ancient China");
 
Neunstöckige Türme oder Terrassen als Symbol des neunschichtigen Himmels (Himmelsnähe des Herrschers!) [nach Schwarz, p. 203-204].

 11-12 "Ein Marsch von tausend Meilen beginnt unter dem Fuß [wo man bleibt]." [*].
 Gewöhnlich übersetzt als 'mit einem ersten Schritt', doch korrekt: 'Fuß-Unteres' = 'unter-Fuß' (was unter dem Fuß ist).
 "In der neueren Umgangssprache ist
足下 zú xiŕ ein Höflichkeitsausdruck statt des Pronomens der zweiten Person." [**].

 "Drei Gleichnisse zu Entstehung des Großen aus Kleinem:

 [ das erste (zeigt) den organischen Wachsthum aus zartestem Keime durch stetige Selbstaus-dehnung,

 [ das zweite das Zunehmen aus kleinem Anfange durch fortwährenden äusseres Hinzu-kommen,

 [ das dritte das Grosswerden durch dauernde Wiederholung des Anfanges ...". [**].

 

 13-16:
 Eingreifende zerstören andere Wesen,

 Festhaltende verlieren sie.

 

 Darum greifen Weise nicht ein,
 somit ohne
sie zu zerstören,

 halten nichts fest,
 somit ohne
sie zu verlieren.

 13-14 "Wenn sie [andere Wesenheiten] auf Hindrängen und Intervention zur Ordnung gebracht werden, schafft man umgekehrt Ursachen für [Regierungs-] Aktionen ...
 wenn sie [die anderen Wesen] sich an [ihre] Formen und Namen klammern, werden List und Perversion reichlich sprießen." [

 15-16 Kein Eingreifen, kein Zerstören; kein Festhalten, kein Verlieren ...!

 

 17-19:
 Die Leute verfolgen ihre Angelegenheiten
 häufig bis kurz vor Ende,
 und verderben sie doch
noch.

 

 Darum sei behutsam
 
zu Ende wie zu Beginn:

 dann ohne Angelegenheiten zu verderben.

 17 "... wenn die Leute ihren Geschäften nachge-hen, zerstören sie jene [die anderen Wesenheiten] stets, wenn sie im Begriff sind, ihre Geschäfte abzuschließen ...

夫物有常容,因乘以導之。因隨物之容,故靜則建乎德,動則順乎道。

宋人有為其君以象為楮葉者,三年而成。豐殺莖柯,毫芒繁澤,亂之楮葉之中而不可別也。此人遂以功食祿於宋邦。

列子聞之曰:「使天地三年而成一葉,則物之有葉者寡矣。」故不乘天地之資而載一人之身, 不隨道理之數而學一人〔之〕智,此皆一葉之行也。故冬耕之稼,后稷不能羨也;豐年大禾,藏獲不能惡也。 以一人力,則后稷不足;隨自然,則臧獲有餘。故曰:「恃萬物之自然而不敢為也。」

 Once a countryman of Sung came by a jade stone, which he presented to Tzŭ-han. 35 This Tzŭ-han refused to accept. "It is a treasure," remarked the countryman, "and should become a gentleman's possession but not for a rustic's use." In reply Tzŭ-han said: "You regard the jade as treasure, I regard the refusal to accept the jade as treasure." Thus, the countryman desired the possession of the jade, but Tzŭ-han did not desire it. Hence the saying: "The saintly man desires to be desireless, and does not prize articles difficult to get."

 

 Once Wang Shou carried books on his back when traveling, and met Hsü Fęng in Chou. To him Hsü Fęng said: "Any task is an act; action arises from the needs of the time; and time has no permanent tasks. Books contain sayings; sayings arise from knowledge; and a well-informed person does not have to keep books around. Now, why should you carry them around?" Hearing this, Wang Shou burned the books and danced with joy. For the same reason, well-informed persons do not teach with sayings and intelligent persons do not fill cases with books. This is what the world passes by, and Wang Shou reverted to it. In other words, he learned to be not learned. Hence the saying: "He learns to be not learned and reverts to what multitudes of people pass by."

 Indeed, everything has a definite shape. It should accordingly be put to use. Accordingly, one should follow its shape. Therefore, if reposed, one should stand on Teh; if moving, he should act on Tao.

 Once a man of Sung made for the ruler mulberry leaves of ivory. It took him three years to complete them. Having stems and branches, wide and narrow, and tiny buds and colorful gloss, they were scattered amidst real mulberry leaves and showed no difference from them. After all, this man was on account of his skillfulness endowed with a bounty in the Sung State.

 When Lieh Tzŭ heard this, he said: "Supposing heaven and earth made a leaf in three years, then things that have leaves would be few." Therefore, if you do not count on the natural resources of heaven and earth but look to one man for everything, or if you do not follow the course of reason and principle but learn from the wisdom of one man, it is the same as to make a single leaf in three years. For this reason, farming in winter, even the Master of Grains would not be able to turn out good crops; but rich harvests in years of abundance even bondmen and bondmaids could not spoil. Thus, if you depend on the power of one man, even the Master of Grains would not be sufficient; but if you follow the course of nature, then bondmen and bondmaids would be plenty. Hence the saying: "He assists the myriad things in their natural development, but he does not venture to interfere."
